India’s First Defence Innovation Hub

Taking a step forward to boost indigenous production of defence equipment, the then Defence Minister, Smt. Nirmala Sitharaman, inaugurated the Tamil Nadu Defence Industrial Corridor on Sunday, 20th January, 2019, at Trichy. The Tamil Nadu Defence Industrial Corridor — also called the Tamil Nadu Defence Production Quad as the nodal cities form a quadrilateral with one of them at the centre — includes Chennai, Hosur, Salem, Coimbatore and Tiruchirappalli as nodes.

Following this announcement, CODISSIA was awarded the prestigious opportunity of being the ‘First Defence Innovation Hub’ in India. This led to the incorporation of CDIIC – CODISSIA Defence Innovation and Atal Incubation Centre.

DGQA Facilitation Cell

During his visit to CODISSIA on 22nd February, 2020, Lt. Gen. S. K. Upadhya, PVSM, AVSM, SM, VSM, Master General of Ordnance (MGO), Indian army, pointed out the importance of indigenisation and explained that the government has taken various initiatives to promote the same by simplifying the process through introduction of various policies. He also emphasised the need for a Facilitation Centre which could clear the doubts of those interested in supplying to the Defence. Implementing the idea, CODISSIA offered to host a DGQA Facilitation Cell in its City Office building, for the benefit of member industries in and around Coimbatore. This offer was gracefully accepted by DGQA and the DGQA Facilitation Cell at CODISSIA was created on 22nd May, 2020.

We are glad to announce that this centre has started its functions towards all indigenisation activities from 1st June, 2020.

To empower the MSMEs/Entrepreneurs to register under the Directorate General Quality Assurance (DGQA) for Indigenization of components, spares and guide them in certification/supply to the Armed forces, a DGQA Facilitation Center has been established at CODISSIA. This cell will be operational on Fridays & Saturdays at our city office, during which CDIIC will coordinate sessions with the DGQA representative, for clarification of doubts and details of further processing. The cell will enable vendors to participate in Tenders issued by Procurement Agencies in MoD (Ministry of Defence), which includes Ordnance Factories (OFs) under Ordnance Factory Board (OFB) and Defence Public Sector Undertakings (DPSUs)

OBJECTIVES:

  • Enable the Manufacturers to obtain SCAGE (Self Certification, award of Green Channel Status)) Number from Directorate of Standardisation.
  • Facilitate sharing the list of items to be procured by Central Ordnance Depots through Directorate General of Ordnance Services (DGOS) as part of their Outline Trade Procurement Plan (OTPP), to give an idea on the products that are planned for procurement during the year.
  • Facilitate sharing the list of items proposed to be indigenised by Directorate of Indigenisation, New Delhi, through DGEME.

TARGET:

To facilitate in registration of the industries in and around Coimbatore, so as to enable them to par-ticipate in Tenders issued by Procurement Agencies in MoD, which includes Ordnance Factories (OFs) under Ordnance Factory Board (OFB) and Defence Public Sector Undertakings (DPSUs).

SCOPE:

  • Expedite registration process of the manufacturers willing to be registered with DGQA as per existing procedure, for supply of products for Defence under Revenue Procurement.
  • Share the list of Registered Vendors with Procurement agencies in Indian Army, Indian Navy and Indian Air Force and also the OFs and DPSUs to participate in their procurement processes and indigenisation efforts under Make in India and Atmanirbhar Bharat Abhiyan and other such schemes in MoD.
  • Take forward the proposal of CODISSIA for the need of testing facilities to be established as part of South Defence Corridor with MoD, as part of Defence Testing Infrastructure Scheme.
  • Take up case with MGO Branch, Army Headquarters to issue RFPs/EoI to the registered manufacturers under CODISSIA for participation in the indigenisation process by Directorate of Indigenisation under DGEME and also development of new sources of supply by Central Ordnance Depots under DGOS.

STANDARD OPERATING PROCEDURE (SOP) FOR PERFORMING ACTIVITIES WITH RESPECT TO VENDOR REGISTRATION AND INDIGENISATION EFFORTS :

  • List of items for indigenisation will be shared with all Regional MSMEs
  • Individual companies, based on their core competency, will identify product (s) which they can indigenise and intimate the same to CDIIC / Nodal Officer, DGQA.
  • Upon selection of product (s) by individual companies, on-site assessment to determine the capabilities and potential of the firm will be conducted.
  • Upon satisfactory on-site verification, the company will be required to register with Directorate Gen-eral Quality Assurance (DGQA). The Procedure for the same will be explained by the Nodal Officer, DGQA.
  • Upon successful DGQA Vendor Registration, the firm will be required to submit a project proposal, which will be forwarded to the concerned procurement agency for approval.
  • The project proposal will include detailed procedures with respect to design and development, production and validation of prototype being indigenized
  • Upon validation of the prototype, the Nodal Officer, DGQA / CDIIC will facilitate with respect to sup-ply of stores for defence indigenisation

NODAL OFFICER

  • Dr. T. K. Varadarajan, SQAO, SQAE (M&E),Aruvankadu, DGQA has been nominated by the DG, DGQA, as the nodal officer for the DGQA Facilitation Cell at CODISSIA.

SCHEDULE

  • DGQA Facilitation Cell at CODISSIA will be operational 2 days per week (Friday/Saturday of the week). Nodal officer will also be available at the cell on demand/necessity basis.
